IT Best-in-Class Vehicles
Overview
Best-in-class (BIC) is a government-wide designation for acquisition solutions that can be used by multiple agencies and that satisfy key criteria defined by the White House Office of Management and Budget. Best practices such as reducing contract duplication, better leveraging the Government's collective buying power, and providing transparency that leads to better data-driven business decisions help agencies achieve those outcomes. BIC vehicles include terms and conditions, data collection and reporting requirements that reduce administrative burdens and costs, drive greater transparency, standardize and provide data and analytics to inform business decisions, and begin to eliminate practices that dilute or reduce the Government’s purchasing power.
Best-in-Class vehicles provide three important qualities to governmentwide acquisitions:
- Reduces contract duplication by better leveraging the government's collective buying power and helping agencies to operate more efficiently.
- Increases transparency and standardization to better data-driven business decisions.
- Reduces administrative costs, and eliminates practices that dilute or reduce the government’s shared purchasing power.

Cyber Buying
Overview
While it has always been crucially important to continuously reinforce the security resilience and protection of critical Federal services especially in the areas of Cyber solutions, Executive Order 14028, Improving the Nation’s Cybersecurity, explicitly moves to enhance the government’s cybersecurity posture. Initiatives include securing the software supply chain, cloud services, zero trust architecture, and mandates the deployment of multifactor authentication and encryption within a specific time period. As a result, Federal agency IT buyers could benefit from:
- An increased understanding of cybersecurity provider offerings on BICs
- Harmonized policy requirements (related EOs and OMB memorandums).
- Clarified and streamlined cyber procurement processes.
- Cataloged cyber products and services by GWAC and BIC.
- Centralized cyber acquisition expertise (less reliance on sellers).
- Standardized guidance and tools.
- Playbooks (for purchasing and implementation).
Our goal is to focus on contracts, processes, tools, templates, and knowledge sharing. To better support our buyers we plan to:
- Provide access to vehicles and resources to drive efficient acquisition processes: Better enable agencies by providing access to the GWACs/BICs that meet their specific requirements, and make available useful templates, RFI/solicitations, common SLAs, standard terms, conditions, pricing, etc.
- Facilitate/Enhance collaboration across IT and Acquisition professionals: Establish a government wide approach to advance the sharing of ideas, artifacts, and expertise by working collectively across federal acquisition programs; The CCT will be chaired by an agency responsible for setting agendas, direction, and deliverables and members will include IT practitioners from agencies including BIC solution holders.
- Develop a library of relevant acquisition materials: Leverage the ITVMO's position as broker and resource library, to compile the best thinking and information on IT acquisitions from across government. The ITVMO will provide logistic support and help to broker CCT deliverables to IT buyers/agency customers.
- Provide tools to assist federal buyers of Cybersecurity: Review cyber offerings and identify standard requirements, pricing, and terms and conditions. Evaluate the need and effectiveness of market research tools for IT buyers.

Overview
Government-wide Strategic Solutions (GSS) for Desktops and Laptops was established to help Federal agency buyers easily identify contractors on vehicles that offer standard configurations for desktop and laptop computers. The standard configurations are developed by the Workstations Category Team (WCT), a consortium of over 20 Federal agencies established by the Office of Management and Budget (OMB).
The Core WCT is composed of acquisition solution implementation partners from the General Services Administration (GSA), National Aeronautics and Space Administration (NASA), National Institutes of Health (NIH), and Army Computer Hardware, Enterprise Software and Solutions (CHESS) who collaborate to develop a deployment strategy for the initiative. The GSS configurations were implemented for purchase in 2015. A comprehensive refresh process has been deployed every year since in which agencies provide updates to their requirements, and industry shares its directions and feedback.
GSS Version 8 systems have been available since July 2022. GSS Version 9 systems are now available. GSS Version 8 systems will still be offered until they reach end-of-life or are no longer available from the manufacturer.

Future of Workstations Whitepaper
The Workstation/End User Device Environment and Trends and Trends paper provides U.S. Federal government agencies with insight into the end user computing environment and anticipated trends over the next decade. Development of this white paper began in 2020 by the Core WCT, consisting of principals from NASA, NIH, GSA, and the Department of Defense/Army.
This paper informs federal agencies about the GSS for Workstations initiative. The trends highlighted in this paper enable Federal government agencies to shape their specific workstation requirements. The overall intent is that these insights will guide Federal government agencies on hardware technology acquisitions in alignment with the U.S. Federal Government Category Management IT Hardware Plan.

CIO-SP4 Update 7/15/2024
NITAAC is extending the CIO-SP3 and CIO-SP3 Small Business GWACs through 4/29/2025. This ensures there is no break of service during the award of CIO-SP4 and continued coverage for NITAAC agency partners who use our contracting vehicles. More importantly, this ensures CIO-SP3 and CIO-SP3 Small Business are available for use during the busy end of year buying season. From laptops to desktops to everything IT, NITAAC will continue to be your one-stop shop for all your IT acquisition needs. -

CIO-SP4 Update 1/17/2024
In accordance with the CIO-SP4 solicitation, NITAAC began sending out Phase 1 notices of successful and unsuccessful offerors as well as requests for signed J6 Documentation letters the week of January 8, 2024. We anticipate sending out Phase 2 and Phase 3 completion notices in the coming weeks.

GSA is completing the evaluation process and nearing announcement of awards for the Polaris GWAC SB Pool. Contract awards for the SB Pool are now planned to be announced in the first quarter of FY25 with the WOSB, HUBZone, and SDVOSB Pools to follow later in FY25.
Amendment 0011 of the Polaris Small Business Pool has been posted in the Polaris Submission Portal (https://polaris.app.cloud.gov ). This amendment is to extend the offer acceptance period for existing offerors based on this updated award timeframe. Offerors should login to the Polaris Submission Portal and review for necessary action.
This action is only applicable to existing offerors that submitted a timely proposal for the Polaris GWAC Small Business Pool by October 7, 2022, and previously extended their offer acceptance period through September 30, 2024. -
